Verified accounts are extremely unlikely (unless compromised) to generate spam Tweets or act in a twam-like manner, however, there are many more accounts in existence that are perfectly legitimate but are not Verified by Twitter.
Therefore, the weight of this module in the overall scan result is relatively moderate, but will not negate the other scan module results too greatly. It is thus theoretically possible for a Verified account to yield a number of twam-like attributes and still be classified as spammy in nature.
